UN Council Backs the US Gaza Peace Plan

The global body has approved proposals presented by Donald Trump for achieving a long-term stability in the Gaza Strip, featuring the introduction of an global peacekeeping force and a possible path to a independent Palestine.

Widespread Support with Notable Absent Votes

This measure was adopted by a tally of thirteen in favor, with both China and Russia choosing not to vote. The US envoy the US ambassador addressed the international body that it mapped “a different path in the Middle East for Israelis and Palestinians and all the residents of the territory alike”.

Compromise Language on Independence

Incorporation of references to an sovereign Palestinian state was the price the America paid for support from the Arab states, who are expected to provide peacekeepers for the multinational unit.

“Interim measures that we start today must be implemented in accordance with legal norms and upholding Palestinian rights,” James Kariuki declared.

Government Objection Persists

Nonetheless, on the verge of the UN vote, PM the Israeli leader reaffirmed his government’s firm resistance to the creation of a Palestinian state, creating uncertainty on whether Israel will permit the execution of the Council-backed plan.

Central Components of the Measure

  • Immediate lifting of ongoing restrictions on humanitarian aid into Gaza
  • Formation of an multinational peacekeeping unit
  • Moves towards reconstruction and a possible “avenue to Palestinian sovereignty and nationhood”

Unclear Wording and Stipulations

The reference to Palestinian statehood was a compromise addition to an first US version which did not mention it. However the phrasing is ambiguous and conditional, declaring only that once the PA has implemented reforms and the reconstruction of Gaza is under way, “the situation may ultimately be in place for a feasible course to Palestinian self-determination and nationhood.”

International Reaction

The wording did not meet of the firm commitment to the building of a Palestinian state next to Israel requested by Arab countries, as well as EU representatives, but in statements to the council after the approval, envoys from those states said they were ready to support the compromise in the benefit of extending the present ceasefire and prompt actions to feed and protect the over two million Palestinian people in Gaza.

“Algeria has finally decided to support of this resolution, a resolution that we support its primary aim, namely the maintenance of the ceasefire and the creation of circumstances permitting the Palestinian population to assert their fundamental rights to independence and nationhood,” Amar Bendjama announced.

Execution Hurdles

The proposal gives comprehensive monitoring control to a “stabilisation committee” chaired by Trump, but of uncertain membership. This committee has to inform the UN but it is not required to follow the wishes of the UN or by the PA.

It also calls for the establishment of a specialized Palestinian group that is expected to manage routine management of the Gaza Strip and the provision of utilities, but it is quite ambiguous who would participate.

Stabilisation Team Mission

The mandate of the ISF empowers it to disarm and dismantle armed groups in the strip, but it is quite ambiguous that would-be troop contributors would consent to engage such organizations. None of the states has yet pledged to sending peacekeepers.

Furthermore the standards for changes to the PA, the prerequisite towards moves to a sovereign Palestinian, have been hazy.

EU representatives said they deemed it necessary that the members of the Palestinian technocratic committee to provide utilities was agreed as without delay.
